Five Main Functions of the Commission:
• Advocacy
• Multi-Sectoral Coordination
• Resource Mobilization
• Policy and Legislation Development
• Monitoring and Evaluation
Recent Work of the Commission:
• Developed the National Policy on HIV/AIDS which was passed in December,
2005.
• Completed the National Strategic Plan 2006 – 2011 to guide the National
Response to HIV/AIDS
• Developed a National Communication Strategy to implement activities
responding to the priority areas in the Strategic Plan.
National AIDS Commission Committees:
1. Access to Essential Care and Treatment Committee: Advocate for and ensures
access to high quality care and treatment services.
2. Policy and Legislation Committee: Promote adaptation of policies and legislation
to protect the rights of PLWHAs.
3. Information Education and Communication Committee: Guide implementation
of prevention programs and share information on progress with the National
Strategic Plan.
4. Support Services Committee: Ensure that adequate support services exist to
reduce the impact of HIV/AIDS on persons and families affected.
5. Monitoring and Evaluation Committee: Collect relevant data that informs on the
progress with the implementation of the National Strategic Plan.
The Office of the Secretariat
The Secretariat is the operating arm of the Commission. It was established to support
the work of the commission. The NAC Secretariat falls under the Office of the Prime
Minister with its administrative functions overseen by the Ministry of Human
Development. The staff is dedicated to facilitating the key functions of the Commission
to include coordination, resource mobilization, advocacy and policy development.
The Secretariat is also staffed by:
