
The Human Resource Management and Development Unit is charged with the capacity building of employees of the Public Service and the enhancement of administrative systems and standards to improve service delivery.
Advisory Bodies
The Joint Staff Relations Council (JSRC) and the Human Resource Development Committee(HRDC) are the two bodies that advise on strategies and policies pertaining to Human Resource Management and Development. The JSRC has ten members inclusive of the Chair, five representing the Union and five representing Public Service Management. The HRDC has eight members and is chaired by the Chief Executive Officer in the Ministry of Education.
Services
The wider concept of human capital, that of viewing people as assets was adopted. Policies targeted the valuing of the employee, i.e. the Merit Award Policy in the Award of Excellence and Capacity Building of senior Public Officers to improve the performance levels in specific areas. International as well as in-house workshops were held targeting senior and middle managers. To date, nearly 2,000 persons have been trained.
