SUBJECT: DIPLOMA IN PUBLIC SECTOR ADMINISTRATION - TRAINING FOR FIRST CLASS CLERKS

The Ministry of the Public Service, Governance Improvement, Elections and Boundaries and Sports in partnership with the University of the West Indies, Open Campus will be offering a “Diploma in Public Sector Administration” training for First Class Clerks.

This “Diploma in Public Sector Administration” is to allow First Class Clerks to meet one of the criteria of the Circular No. 9 of 2009, for promotion purposes.

It will be delivered using a mixed-mode format. Some courses will be delivered in a face-to-face environment and the other courses will be delivered using blended learning or online approaches. First Class Clerks must have access to a computer and Internet.

The First Class Clerks will complete a total of 30 credits, which is normally equivalent to 10 courses. The Diploma in Public Sector Administration will take eighteen (18) months to complete. First Class Clerks will explore general education and core courses in a number of areas including:
• Mathematics
• Business Communication
• Public Sector Management
• Constitutional & Administrative Law
• Caribbean Political Economy.

Special arrangements will be made by the University of the West Indies – Open Campus for 15 applicants minimum.

This Ministry is hereby requesting the nominations of eligible First Class Clerks to attend classes at the University of the West Indies, Open Campus. Also note, that eligible Officers should have served a minimum of two (2) years as a First Class Clerk and, in addition, meet any one of the following:

1. Persons over the age of 21 on the basis of their overall academic and professional attainments.

2. Holders of the approved certificates from the School of Continuing Studies, UWI with an acceptable pass in English Language


3. Holders of three (3) CXC-CSEC or GCE ‘O’ Level passes or equivalent, not necessarily obtained at the same sitting, as follows:
a. English (A), and
b. Two (2) other approved subjects.


Please submit your nominations by Friday, November 12, 2010.

Payment of fees for the programme will be made by the Ministry of the Public Service, Governance Improvement, Elections & Boundaries and Sports. However, Ministries, Departments and Offices concerned are expected to meet all other costs relating to travel and subsistence for its respective staff.
